Question What is the best 4 GB video card to match with core i5 4590 with less than 10% bottleneck?

"Bottlenecks" will vary depending on the game and resolution. The i5-4590 is on par with i5-6500 and i5-7400. (See https://cpu.userbenchmark.com/Compare/Intel-Core-i5-7400-vs-Intel-Core-i5-4590/3886vs2604)

Assuming you are using 1080p, the following cards will do well with an i5-4590:

RX 570
RX 580
GTX 970
GTX 980
RX 590
GTX 1060
GTX 1660
R9 290(X)
R9 390(X)

then you can even use cards like with this with semi-bottlenecking in CPU demanding games. But do realize games are becoming more and more CPU dependent and some games these GPUs would be a waste of unused GPU power.

RTX 2060

As mentioned, an RX 570 is a very viable GPU to use considering you are probably looking for a budget card since you are still using the older i5-4590. If you are buying used then an RX 580 can usually be found for only $10-$20 more. What power supply do you have?

That CPU that I am using is not exactly "Older" because it can run most modern games at medium-high settings 60 fps, Also I have a 500W PSU

By itself, "500watts" is a useless number.
There are good ones and bad ones.

Like "4 cylinder engine"
Honda Civic
Ford Ranger pickup truck
Caterpillar bulldozer
All powered by a "4 cylinder engine". Same number of cylinders, but all completely different.

We'd to know the exact PSU. But having only a sticker that says "500W"...leads to it being absolute crap.

Yep, But I thought about it, Then I decided to cancel the order and order something else that would be less expensive and would arrive earlier... A month is A-Lot of waiting pal...
