What is the best (affordable) card for Dolphin?

I'm building a new desktop and turning my old one into a media center. I don't currently have a dedicated graphics card, so Dolphin emulator won't run properly. What is the cheapest card I can get that will get me a decent framerate for GC and Wii games?

look for a GPU in your price range that has Pixel Shader 3, OpenGL 3, and DirectX 9 as minimum. basically any new card out there.

Also, I forgot to mention: my motherboard only has PCIe 1.0, can that run a PCIe 2.0 card?

pci-e 1 will run a pci-e 2 card but slower datarate than its capable. the gt630 would be a better card than the 210. however i am not certain how the pci-e datarate will affect performance.
