What is the best (budget) server motherboard for LGA1366 (no proprietary parts required to boot)

I was wondering what is the best (budget) server for the socket LGA1366 (ideally 2 sockets) because I wanted to use the Poweredge r410 but I had a thread and it needs specific things so it can boot and if it can't verify certain things It won't boot, so what I'm looking for is a server motherboard that has 2 sockets that just needs the things a standard customer motherboard needs to boot (CPU, RAM, PSU, Cooler for CPU, etc.)

First I want to get the motherboard and then choose the cpu when I see the support list
