There were two types of that CPU made, one socketed, one soldered. So without opening the laptop it's impossible to tell if the CPU can be upgraded. However, the vast majority of laptops of that era use soldered CPUs so I would doubt you could upgrade it.

According to Toshiba the laptop came with 6GB standard which is also a good (though not great) amount. About the only thing that laptop can't do is play 3D games.

If you're unhappy with the laptop's performance, have you considered switching the hard drive to a SSD? Those use solid state flash memory instead of a rotating magnetic platter to store data, and are about 20-30x faster than a hard drive, which is the slowest part of a modern computer. I've used a SSD to breathe new life into even a 10 year old computer. Toshiba uses the same chassis on a lot of their laptops and it's relatively straightforward to open it up to swap the drive.
