What is the Best cpu cooler for me!

CASE: ZALMAN Z11 PLUS

PLZ tell me the best cpu cooler for me, as i have no specific or restricted budget!
I would prefer air cooled!

I always prefer air coolers;

I want you to get best performance for value, and this CPU cooler is around $35 but is the BEST in it's range and does so well, better off getting this instead of getting a $80 CPU cooler and not getting much better performance;

Cooler Master Hyper 212 EVO

Oh and it's quiet, I'll keep it at that.
