At the moment I have an fx 8320 cpu that is dying (my pc just restarts sometimes and i have deduced that it's my cpu) and I am wishing to upgrade to a good cpu that is capable for streaming, and is on the cheaper side (because I will also have to buy a motherboard as well) any suggestions will be greatly appreciated

Any Intel CPU with DDR3 will probably be a USED CPU purchase. The top Intel DDR3 CPUs were the 4xxx CPUs. The i5-4690 or 4690K, or the i7-4770.
These CPUs use an 85, 87 or 97 chipset (Z87, Z97, H87, H97, etc).

I would NOT recommend any DDR3 compatible AMD CPU for you.

I was leaning more towards the Intel side of the spectrum because I don't have a very good experience with piledriver, but thanks for your input anyway :)

Then the I7 4770K is your best bet.

Here is a list of Devil Canyon processors that are available.

And who would guess that an AMD guy would jump ship and go with Intel.

People always seem to forget the fastest ones, which were Broadwell (the 14nm shrink of 22nm Haswell). The i7-5775C and i5-5675C to this day remain the only socketed desktop chips Intel ever made with a huge 128MB of L4 cache, which made it faster than Skylake + DDR4 setups for many applications. Unlocked multipler like K-series too, so they are very overclockable.

Normally they are prohibitively expensive, but with DDR4 being the price it is now, may look more attractive. And you did ask for the best.

They are pricey.
