What is the best gaming build for 900-1000USD?

So I am looking for a PC build, around the price of 900-1000USD (1050 absolute max.)
What is the best build for gaming? Components from somewhere that ships the whole EU atleast.
Should run CS atleast 300+ FPS in mid-high settings. (If you don't play CS, don't even ask why do we need so many frames per second for competitive play 😛)

Sorry if that's not the answer to your question, but why do you need 300+ fps on CS:GO?? I got global elite when i had 400 hours in the game and 200 hours were just community servers and the other 200 were competetive plays... and i did it with 40-70 fps on lowest options. You wont even see the difference between 140 fps+ so why the heck you need 300 😀

Why shouldn't I? I play some other games too, if I have CS on 300FPS that means I can play heavier games too. And you are absolutely wrong about "You wont even see the difference between 140fps+" And I don't really care about your CSGO hours.
