What is the best GPU and CPU I could install?

First off all,which motherboard it is exactly?manufactured by whom? And in what resolution you'll be playing games.
For i3,anything higher than gtx 960 can cause fps drops.
Maximum you can put A I5 3570k on that board,but it'll surely require a bios update,which is quite tough job to do.
And also,on intel side,mostly people these days upgrading to skylake/brodwell CPUs. you'd rarely find a 1155 chipset based cpu in the market,and if you do find it,it isn't worth your money now.
Best bet would be to put a gtx 960 and play games for few years at high settings 1080p,for now.

I plan on playing 1080p mid to high graphics if I can. I think my best bet would be to offer $40 for the mobo, ram and cpu. Then populate a case with good parts and down the road if I need more processing power. a) upgrade the mobo cpu and ram or b) put a good i5 or i7 inside of it.
