What is the best GPU for Core 2 Duo E8400 3.0GHz?

Hello there,
I have a Core 2 Duo E8400 3.0GHz CPU, and a nVidia GeForce 9600GT, but I want to upgrade the GPU! Anyone can tell me what is the best solution that support this CPU (Core 2 Duo E8400 3.0GHz) without bottlenecking?! Thank you in advance!

The HD 7770 is aroud 80€ but it depends where you live and the bottlenecking would be from the RAM since you have only 2GB physical RAM. Do you know what PSU you have?

I think I can afford changing RAM from 2GB to 4GB, it could cost me extra 20 Euros! My big worry is if my CPU or my motherboard can not afford these changes (bottleneck)!

Please post the amperes on the voltage rails.
When you open your case, then there is a sticker telling which voltage rail has what current.
There are +5v, +3.3v, +12v, +5vsb and -12v.
Otherwise, post an image on a site such as imgur and paste link here.

Looks like you have very little current on the +12v rail. If you could get a better psu that has more current on the +12v rail, then you'll be able to run a better graphics card. The HD 7770 uses 80 W power. That yields around 28 A for the +12V rail. Reference: here.
edit: HOWEVER, since your old graphics card consumes more power, (95 W) then if you are not getting power issues with the 9600 GT, then you should be fine.

Is HD7770 same as "Sapphire ATI PCX HD 7770 1GB DDR5" cause I did a research on the market in my town and this is what I found!
Also I found MSi GeForce 650Ti 1GB DDR5 with the same price as the other one, but as much as I searched this one needs more power than HD7770!
So guys what do you suggest for me, which one should I buy and which one is the better solution for my PC?! (also I'm gonna add extra 2GB on RAM DDR3)

It's the same. It's just fancy naming unless there's things like overclocked, superclocked, etc, in which the card is overclocked from the factory.

What about the power supply? Can you get another one which has more current on the +12v rail?
 
No I can't afford changing PSU! I have to stick with that! ... so the best solution for me is to buy Sepphire ATI HD7770 and to add an extra 2GB RAM DDR3! Is that correct?!
 
What does it mean when you have little value on the +12rail? The total psu power is not even close to ~80% of the pointed power?
