What is the best gpu that won't bottleneck my processor?

At the moment a have an Amd fx 4170 and I want to upgrade my gpu, but i am not sure what will bottleneck it and what won't... My current gpu is a gigabyte gtx 650 1gb and i have 650 watt power supply.

It's the other way around; gfx cards are bottlenecked by CPUs if they are not fast enough.
If you don't plan on OC'ing the FX-4170, and your 650W is good quality, you can use almost any card you have the budget for. Do you know the make/model of that PSU? Can you see the nameplate?

I've never heard of Viper. Is that amodel of a particular PSU maker, or the name of the manufacturer?
Can you see the nameplate on the PSU? If so, let me know the rating for the +12V section on it. I need Watts and Amps for the +12V section.
