My CPU is limited by my current graphics card (gtx 940m) so it can only reach about 70%.
What is the best graphics card that can maximise my CPU usage without being hindered by it?

This is a Laptop you can't just replace the GPU so easily but you have a few options.

1. Look into an eGPU provided you have the ports to run it. An eGPU is a GPU/Enclosure and Power supply that sits on your desk and plugs into the laptop via a Thunderbolt 3 port or USB 3.1 port. Prices will look something like this.

1060 6gb used $120
970 GTX Used $80
Enclosure and adapter card $120
Power Supply $50
Cable $10

There are name brand premade units that will start out at around $279 with a 1050 GTX.

2. Replacing the chip entirely, this is expensive since your going to need to find someone to micro solder and the chip itself. Prices will look something like this.

980M $320+ "Hard to find at a reasonable price"
970M $210+ " Hard to find"
960M $120+ " Hard to find"
Replacement internal Cooler $35 " Hard to find depending on model"
Micro soldering $75-$125 for the labor + Shipping of the unit to and back.
Upgraded power adapter if you're running a 95W or lower $35.

3. Reduce your settings and resolution or just replace the laptop.
