I am not very tech savy lol and have no idea what graphic card would be best for gaming (mostly sims 3) with all expansion packs and a lot of store content. I have a HP Slimeline S5107c PC
Windows Vista Home Premium
Processor: AMD Sempron Dual Core Prosessor 2200 2.00 GHz
Memory (RAM) : 3.00 GB
64-bit operating system
Graphics: Nvidia GeForce 6 6150 SE
I'm looking to spend no more then $100.00 on a new graphics card if that's even possible. I would like to play game with no lag on med - high settings. Right now I'm playing on low and there is still a lot of lag. Pleas let me know thanks so much!!

Solution
If you can spare a few dollars extra, what I would recommend would be the GTX 750. It uses low power consumption and will allow you to play modern games on low/medium settings. Also, this is good for a "slimline" PC, because you probably don't have much room and your Power Supply probably isn't so big.

Solution
Definitely go for the gtx 750 1gb you won't need to attach it to the power supply and it is very easy to install. Also if you running sims 3 a bit more ram will help if its lagging.

Be careful I've got a really powerful gpu and Sims 3 is causing heating issues for me. Sims 3 has a problem where it doesn't have a FPS limit and so causes your GPU to work harder than it should. Google about to see if the graphics card you're going to get has the same issues as me.
