What is the best non-overclockable CPU?

I was thinking about getting the i5-5670K but I don't plan to overclock. What would be a good non-overclockable CPU that performs almost as good as a i5-4670K. I was thinking the 4440, 4570, or 4670. What do you think?

The i5-4670 is exactly the same as a i5-4670K, except you can't overclock it.
You could also get an i5-4690.
