Question What is the best option to upgrade current system for 250e?

This is my current pc:


CPU: i7 870 2.93ghz (boost to 3.6 unavailable due to bad cooler)
GPU: GTX 560 MSI
MBO: ASUS P7H55 M-PRO
RAM: 4x2 Kingston RAM DDR 3 1333mhz
PSU: LC POWER 6550 v2.2 (i got it used, didnt give me any trouble for almost a year)
SSD: Patriot Burst Elite 120GB
HDD: Seagate 250GB
1080p 75hz monitor, i plan on upgrading to 144hz in the future
And some old micro atx case with no fans inside.

Im playing games mainly on this pc and kind of games i play are csgo, valorant, pubg and other esport titles.
With the current positon i have to make a decision to either get a decent gpu like 1650 which i was hoping for because my current gpu is basically barely enough to run pubg and other games i run i run simply because they are cpu bound and on lowest possible settings and a really important thing to me is stuff like nvidia shadowplay so i would like to be able to clip some gaming moments because currently im competing on a prety high level.

Second option is to get new mbo, ram and cpu and best value option was i5 10400f. And im going to be getting this not later than in next 2 months, can someone give me their opinion?

New motherboard, new CPU, and new RAM for 250 euros.....that's about 270 US dollars.

If that budget is a hard limit, I'd probably try to save more money or instead spend the 250 euros on some parts OTHER THAN those 3 items.
