In theory, yes.IF any GPU which doesn't require extra power than the PCIe slot works, then the best GPU to get would undoubtedly be a GTX1650

If you could sell your current PC for around 120-150$ and add to that your present budget of 250$, you'll have approximately 400$. Something like:
Ryzen 3 3200G = 100$ / Ryzen 3 3300x = 120$
Zotac GTX1650 = 150$ Or RX570 which supposed to be cheaper but more powerful
8GB RAM + PSU = 80$
Mobo ~ 70-80$
Storage & Casing = your size and choice
[Do note: Intel builds are sometimes cheaper.]
MOST probably. I can't be 100% sure but it should be possible. You could take your PC to the store and ask them yourself. and in that case , you'll have to get a PSU, new Mobo, new GPU, new casing and probably a RAM sometime later if not possible now.Thanks for your suggestion,

The only thing you could salvage would be the case and storage.

And also, the CPU should be removable too, right? I mean they probably didn't attach the CPU permanently or use a Socket of their own
