Question What is the best video player to play dvd without any lag or shutter

Besides VLC that at some point pause or jerk or shutter abit for the caches to download it. Is there any option of video player that plays without lag, shutter or jerk?

My guess is your PC is weak and can't decently play the quality video you want.

Try Media Player Classic. It's very lightweight, but I very much doubt it solves your problem, because the problem is not VLC.
