what is the best way to get consistent frametime?

I have vsync on and fps cap (60fps) on RTSS, frame time is most of the time coonstant (16.6ms) but sometimes I have some spikes to 20ms or even 30ms, Im talking about all games.
I have a I5 7500: MSI GTX 1060 6GB: 8 RAM 2400 MHz

How can I get a 100% constant frametime??

Well it's "normal" in that others have had the same issue for years. This is a handshake problem between game developers and GPU makers. You can try playing around with settings in the Nvidia control panel like changing the V-sync to adaptive mode. I've never experience the issue in 20 years of PC gaming and some 7 gaming PC builds in that time, so I can't offer any more advice. It appears some are affected, others are not. But the bottom line is that it's not a new issue for some.

My FPS are always at 60 and the frametime at 16.6ms, but sometimes the frametime rises to 20ms or more, and when it happens the game is not smooth.

I'm just loocking at numbers through RTSS xD but sometimes I can feel a little little bit of stuttering, is that normal or there is a solution for this?

V-sync is the cause. It causes a greater latency. G-Sync and Freesync shortens that lag. With the games constantly changing their needs a 100% steady latency time isn't going to happen.

Changing your in-game settings so that your FPS stays between 60 and 70FPS consistently is another option so that you can turn off vsync. Not to sure if your rig is capable of that. What's your FPS average with vsync off?

Have you used MSI afterburner? 8GB RAM isn't that much. Is there only one stick? I'd invest in a 16GB kit when next you have an opportunity to upgrade.

Playing GTA V with v-sync off I get arrounds 70 80 fps, Yes, I use MSI afterburner, no, I have two stikes (2x4)
