What is the black tape around heatsink?

Is it okay running my laptop without it? Because mine is not sticky anymore, it keeps detaching itself.

That tape is there to avoid that certain component from coming in contact with another conductor, or something that could potentially short it. It won't hurt to remove it, but it is placed there to ensure that everything will run safe.

If I were you, I'd replace the tape, but it's fine if you don't - just remove it.
