What is the cause for Windows Control Panel not opening

I installed WinCleaner OneClick Professional Clean Version 12.0. The next time I booted my Windows Vista Service Pack 2 system I found out the Control Panel and Computer would not open.

Not clear if you can get into windows, but if you can, do a system restore to a date prior to when you installed wincleaner, whatever that is !
