What is The Cheapest New Graphics Card for Rocket Leauge at Medium Settings

I am on a very tight budget and rocket leauge and Far Cry 3 Blood Dragon are the most demanding games in my library. I was looking at the GT 1030 but I am not sure if that is the bare minimum card. Basically I am looking for a new graphics card cheaper than the 1030 that will work for me.

i7 2600s @2.80 ghz
8 GB of RAM
PNY Geforce 9800 GT
250 GB HDD 7200 RPM
1.5 TB HDD 5200 RPM

You should go used. Anything comparable to a HD 5850 or higher should work just fine. You can look up almost any gpu on userbenchmark and compare them there.
