what is the critical step of re-installing win 7?

what is the critical step?
I 've already back up the important files
and the installation files downloaded from Microsoft to the USB stick is ready.

Do I need to configure anything on BIOS? I want a clean installation (not an upgrade or fix)
Is there any chance during the Windows setup to format the partition??

Windows 10 I am using now was upgraded freely. WIll I be able to upgrade to windows 10 again after re- installation of windows 7

if you want to get to win10, then go straight to win10, with a clean win10 install.

but I only have the OEM license for windows 7 home, will that work

if you have upgraded to 10 already on the same hardware then you can go straight to 10, ignore the license and activate on line, it will recognise your hardware and you'll be ok.

When you say above 'backed up important data' I hope you mean ALL data that you want to keep?

Re-installing Win7 just so you can arrive back where you started with Win10 is totally unnecessary.
