What is the difference between clock speed and turbo clock speed in laymen's terms?

Is turbo clock speed for when the cpu is getting pushed to its max. clock speed and can go slightly over if the cpu decides it is needed?

Turbo is like an automatic free overclock that will kick in under certain workloads if the cpu is cool enough. (well kinda)
