What is the difference between vertical frequency range and refresh rate?

For example, a monitor with a video signal, frequency vertical of 24 - 120Hz, but a stated refresh rate of 60Hz. What is the difference and or relation between these technical specifications?

Refresh rate is the highest fps a monitor can do
60Hz = 60 fps max
Don't know what you mean by vertical frequency range though

Each frame is literally drawn on the screen one line at a time from top to bottom.

Err I meant with the old cathode ray tubes.

Lcd screens obviously don't have electron guns, the entire screen is filled at once.

Hence why we use refresh rate instead of vertical frequency range.
