Im deciding to build a PC and what choosing between the R7 3700X and the R5 3600; I was wondering whats the max you can overclock on the R7 3700X

every cpu is different.

Basically, you let PBO do it’s thing.

The chips are binned pretty well so there isn’t much headroom left.

As above, overclocking Ryzen is fairly pointless, just use PBO and be done with it.
