What is the meaning of Intel Core 2 Duo @2 8GHz 1 6GHz

what is the meaning of processor description "Intel Core 2 Duo @2.8GHz 1.6GHz?

it is dual core which means to processers under the 1 unit 2.8 ghz is the speed of the two and 1.6 would be the slower of the 2!

Does it mean that CPU will serve at a maximum speed of 2.8 GHz and minimum of 1.6 GHz? Or Is it like that one processor will run at upto 1.6GHz and other at 1.2 (2.8-1.6=1.2) GHz of speed?
