How often should I clean up a PC?
Is it safe to the hardware cleaning up the dust with damp cloth (while small amount of water could still remain)
How should I clean up the dust around the motherboard??
How often should I re-apply thermal paste to a CPU ?
How to clean up the dust accumulated inside the power supply?

no
canned air duster with a nozzle. do not tilt the can bend the nozzle
I go every 24-36 months
canned air duster with nozzle, insert the nozzle into the PSU gingerly if any resistance stop. tap the trigger. a vacuum cleaner hose at the other side of the PSU sucking in the lose dust. keep vacuum outside of computer for safety.
