I know there is nothing in the same generation higher than a 590. Is there anything that is slightly better in a similar price range? It doesn't have to be just AMD.

Not really; the GPUs in the same performance tier generally cost about the same (RX 5500 XT, 1650 Super). You won't get into obviously better GPUs until you get into 1660 Super range, which will be another $50-70 depending on the exact GPUs talked about.
