What is the prime build for maxing out 1080p with high FPS?

Solution
Alternate with some parts changes.

Sticking with classic air cooling but with fancy RGB lighting on it.
A change to a GTX1080 instead of the competing Vega 56.

Later when you have the cash, upgrade to 9600/9700k cpu.

You don't need much with today's much faster cpus and gpus. My current system mostly does this, there are a couple of games that wont run because of the 4gig's of memory but many that claim to need more still run fine. The slowest so far is watch dogs at med-high settings and 45-55fps. Almost every game runs at over 50fps and most keep up with 60fps vsync.

So the went overboard system. In AMD red of course. That GTX1080 is faster than the Vega 56 so it got ditched.

I just wouldn’t buy a quad core with this budget. Several of the latest AAA games will max out of very nearly max out quad cores at or around 60fps.

I’d aim for either Ryzen 2600 or i8400, with a 1060 6gb and 16gb RAM. You can up the gpu if you want. With these CPU’s you have good headroom for the future.

Ryzen 5 1600 instead of the 2200G.. It's hard to walk away from that on sale GTX1080 knowing it will be the king of 1080p gaming for a while. However going with more cores and a bigger gpu means more watts so that cheap evga 450watt might not be enough. This of course pushes the price up.
