Question What is the problem with my computer

I am having problem off late with my pc. Computer freezes with buzzing sound when playing games like mass effect andromeda and pes 2019, restarts when playing ghost recon wildlands. Shocks me when i touch the case. No overheating issues because there is no drop in performance when playing games just sudden restarts and freezes. The screen goes off for about seconds when i touch the system unit. Everything works fine when i remove all components from my chasis and assemble them outside the case. Temperature and everything works fine when i am not playing games just couple of black screens for some seconds.
Below are my specs
CPU: I7 3770
RAM: 8GB
GPU: MINI ITX GTX 970 OC
KRANU 700watts power
 
You may get a shock if your psu is not connected to a properly grounded wall outlet.

As above, do not use a cheap psu.
A cheap PSU will be made of substandard components. It will not have safety and overload protections.
If it fails under load, it can destroy anything it is connected to.
It will deliver advertised power only at room temperatures, not at higher temperatures found when installed in a case.
The wattage will be delivered on the 3 and 5v rails, not on the 12v rails where modern parts
like the CPU and Graphics cards need it. What power is delivered may fluctuate and cause instability
issues that are hard to diagnose.
The fan will need to spin up higher to cool it, making it noisy.
A cheap PSU can become very expensive. Do not buy one.

Your rig should run ok on even a 500w quality psu.
For quality, Seasonic is a safe bet, regardless of the model.
I would favor one of the new focus units

This feels immensely accurate.

Another easier thing I'd try first is using a power bar with a surge protector.

Another thing op may want to check is if the psu has a clip to ground it. Older poor quality psu had this a ways back.
