i have an i5-7600k with OC to 4.2ghz. the max temps on stress test is 70.You won't get far worrying about pump noise, as the vast majority of them are made by the same manufacturer; Asetek.
Asetek makes the pumps, ships them to the AIBs, they slap their own branding on them, and then ship those to retailers.
Have you not tried to set a pump curve through bios? Cam software?
I don't know your PC's specs, but if you have anything high end(ditto, if overclocking), replacing the AIO's fans with silence focused fans isn't a great idea; the cooler's performance is going to take a nice hit.

I heard a sound clip from the d15 and it sounded very loud. also with an AIO, you don’t have the ramp the fans up as much as the water holds a lot of heat.Most AIO's have the same pump. So they all sound similar.
If you're not dead set on an AIO, I recommend getting a Noctua NH D15. Much more silent and will outperform almost all 120mm and 240mm AIO's. Or a Dark Rock pro 4.
Less chance of leaks and pump failures, and quieter.

The sound dampening seems to be a load of crap:
You may have a failing pump. May be a good idea to get that checked out with NZXT customer service...
A 7600K @ 4.2ghz doesn't even put out 150w of waste heat, so a 240mm AIO like the X52 shouldn't have to put in any effort with that cpu...
It also sounds like you'd be better served with an air cooler anyways.

I may contact their customer support but i had one with the same loud pump that i got a replacement through Amazon. Thats the one I have now. Same problem.
