If you're talking about a desktop LCD monitor, it's usually 1024x768, though there are also 15.4 inch 1280x800 monitors, 15.6 inch 1366x768 monitors, and laptop 15.4 inch screens can be 1440x900, 1680x1050, or even 2880x1800.

It's a desktop monitor my windows 7 shows that the screen resolution is 1280x720 is it really 1280x720 or 1024x768 ??

I doubt that's the native resolution, because it's very rare to use that as the actual native resolution for a monitor, and the ones I can find are bigger than 15 inches diagonal. It could be a 1280x800 or 1366x768 monitor displaying that resolution with scaling. If you can find a brand and model number on your monitor, I can try to find specifications for it.
I don't find a monitor manufacturer called "HCL", but Zenith made a monitor with model number Vw15B: http://zenith-techspecs.com/LCD_15_inch_Monitor.pdf
I couldn't find any pictures that I could confirm were of that monitor for you to compare with, but if details like the dimensions and OSD controls match up, then that's your monitor, and the native resolution is indeed 1280x720.
