What temperature CPU should run at for best performance?

What CPU do you have? There is no temperature-performance correlation, your CPU will perform the same at 40C as it will at 0C, but there is a temperature at which the CPU can be damaged, but that varies by CPU. In general lower temperatures are better.

Which CPU do you have and are asking about? Temperature thresholds and operating temperatures vary greatly throughout different CPU's.

you do realize that the lower the temperature the more dense the material is, hence more resistance and resulting in a less efficient cpu and possibly no cpu at all.
