I know nothing about selling PCs, wondering a rough price you'd estimate this PC being worth?

Zotac 980 Graphics Card,
a Gigabyte H370 Motherboard,
32GB of 2666mhz RAM (4x8Gb),
Corsair H60 CPU Cooler,
Western Digital SN550 Blue 250Gb M.2,
Samsung 250Gb SSD,
1TB Toshiba Hard Drive
and 6 RGB Fans,
and a fairly new 650X Corsair Power Supply

I have been offered a PC for £100 ($128) with the below specs. I am never a PC gamer, I play console. Should I buy it? Is it worth it?

The price is wow for those specs ebay selling CPU at 75-100 pounds and the cooler is good price and with ram and ssd and fans and power supply and GPU the computer is worth much more.. To me sounds like good deal but then again why is he selling for that cheaper price and gives me secends thoughts about is this system stable is it working.
