So I recently got a Ryzen 7 1700, and I feel like 3.0 Ghz isn't enough. I use the stock cooler(Wraith Spire RGB) and 3000Mhz of 16gb ram

Solution
All depends on your cooling solution. Stock cooler = stock clocks most of the time but you can probably do 3.5ghz if your environment isn't hot to begin with.

With the cheap H100i (80 dollars), 3.8 Ghz. I tested h100i at stock clocks in OCCT. Highest temp was 45ish C. Fans on radiator didn't even spin up. At 3.8 Ghz the temp reaches 70 C and fans are loud. I have quite an aggressive fan curve. In normal use, I never see temps over 55 C.

Never even installed stock cooler.

Should I go for 3.6Ghz with Wraith Spire LED

What motherboard are you using?

If it supports p-state overclocking it's a far better option than straight multiplier overclocking imo.

You still get all the power saving benefits this way rather than running full speed and voltage even when it's not required.

Depending on airflow and ambient/ case temps I'd say 3.5ghz is achievable with the spire cooler yes.
