Is Thunderbolt defined purely by its hardware, such as "anything that is USB-C with 4 PCIE lanes"? Or is it defined as being able to transfer a minimum amount of data per second?

I don't understand which features could be taken away and could still technically be Thunderbolt 3.
So it needs both 4 PCI lanes gen 3 and 8 lanes of displayport 1.2? Are they simultaneous or alternative requirements?it need all to call thunderbolt 3. there is no optional feature
