What is this componet called?

I'm still learning about PCs and there is this chip looking thing that I'm wondering what it is, it's a black chip that looks like CPU but it's not in the middle of the motherboard and it says Intel on it, I can't get the small writing on it as the previous owner had a temperature sensor stuck to it and it has glue marks, it's also hot to touch, thanks.
