Doesn't look like an alarm. It has a battery inside and it's self contained with an on/off switch.

As I have many years experience working with semi circled electronic devices I think this box you posted is one of 3 possible devices. The first and most likely is a junkie detector used to detect near by junkies. The second option could be a rapist detector used to detect nearby rapists, accused rapist or accused molesters. And lastly it could also be a cat molester detection device used to detect nearby cat molesters.
