What is this Launcher_Log file? How can I delete it?

So recently,My C: Drive (OS Drive) filled itself up until it has 0bytes freespace left.
I didn't install anything large enough to fill 60gb of freespace in that drive,so it was odd.

I checked WinDirStat and I saw that theres two Launcher_Log.txt files in system32 and SysWOW64,each about 29gb(combined,58gb)

I tried deleting and opening them through WIndows explorer and Command prompt but to no avail.

How can I delete this?
