Okay first off, hello.

Secondly, I just moved into a new place that is pre wired with ethernet in every room along with a coaxial cable. See this photo for the jacks:

So I figured I can use the pre existing network. My problem is, the manager of the complex has no idea how it works and I don't either. I did some digging around and found this box in the garage:

So it looks like the ends of the ethernets are all spliced into this board... So my question is... Why and what do i do to get internet flowing?

I have:
-COX Cable internet
-Motorola Surfboard Modem (SB 5120)
-Linksys E900 Router

Right now I simply have the modem setup running into the router and providing WiFi and direct connect @ the router's physical location. So I have internet working via direct router connection and wireless - but how can I get the hard-wiring in the walls to work?

Or is it not worth my time/money?

Thanks for any insight, I appreciate you reading this.

Clearly RJ-11. Note how much narrower it is than the coax connection. RJ-45 would be almost as wide.

It is 8 contacts.

The first photo is a bad angle, the flash makes it look very tiny. An ethernet does indeed fit snugly.

is there a power outlet by the white box where the cables are in?

if you have the right tools, within 10 mins per connection you could convert it to network.

additional parts would be a 10 pack of RJ45 connectors like on a network cable

tools needed RJ45 crimper, wire cutter, and a punch down for the wall outlet

Yes there is an outlet near the white box.

So I would need to relocate my modem and router to the garage and add connectors to the things that are currently in that board - then plug said connectors into router?
