[SOLVED] What is this strange thing happening with my gpu?

My gpu fins are turning blue and going whitish, if I wipe them with a cotton q tip it goes back to shiny again. What is this thing? And is this normal? The gpu ws bought in June 2020.
Its a Zotac 1660s, some say that its not corrosion

I think that it maybe some coating on fins that prevents corrosion in storage that is turning blue with heat. Because its more near the heatpipes.
Anyways I wiped the parts that can be seen with a qtip, and it looks better now.

You know what else is powdery and white....

Do you have to physically rub it off, or does canned air blow it off?

It looks better after slight cleaning, I will check it again after 6months to see if it changes as it is monsoon now.
