My brother's 1080 ti recently stopped working. Any computer I have put it into prevents the computer from booting. When the power button is pressed the computer would turn on (LEDs and fans spin) for a second and immediately turns off. After finally getting a response from the motherboard, the post sound starts screeching and I turned off the computer.
I figured the graphics card was dead and tried to see about getting a replacement. But my brother had forgotten to register it on time so there is no warranty.
We took it apart to see if there were any visible damage on the board to see if we could fix it ourselves. I looked over the board and finally found something wrong. A thin black chip on the board has some solder balled up and burns near the outside of it.
I was hoping someone could help me identify this and tell me if there is any hope of fixing it.
I took some close up images of it

Any help is greatly appreciated.
