[SOLVED] What is this TVOut on VGA when it comes to graphics card?

I came across this product that claims to convert VGA to AV. Amazon Link

I think the two formats are different and I don't think a passive converter could be possible. However the product page states that

Before place the bid, please be sure to check the manual of your system to make sure the Video Card of your system supports TV (RCA/S-Video) output through VGA port. Not every Video card will work with this adaptor. Only certain Video cards which have TV Output function built into VGA port will work through this adaptor.

I am totally new to this concept of TVOut on VGA port. I have seen some boards that have a separate 4pin TVOut header but can someone help me understand...

1. What is this TVOut on VGA?
2. How do I confirm (On Windows PC) if the graphics card actually has something like this TVout on VGA function and if yes how to enable it?

Taking a wild guess here, but I'm thinking it's asking if the graphics card can support such a low resolution for a TV that could use this type of connection. I mean when was the last time you could even purchase a standard definition TV, new from a store? Last time I purchased one, new, was last century!

If you're trying to connect your PC to a TV that is THAT old, ok, but I probably wouldn't even bother. That adapter is probably meant for graphic cards from that generation (late 90's to early 2000's).

If you have a newer TV that just doesn't have a VGA input or any extra HDMI inputs, then you could probably try it with a newer generation graphics card (just not the latest).
