What is this utility program???

Hey guys, i need some help over here. What is this utility program on top of the right hand side. When i scouted for parts, i saw some shops running it with Win 7.

Its gadget that you can download on Microsoft website it only works on win 7 I believe. Instead of a sidebar like vista had win 7 can just run gadgets on the desktop.
