Hello I'm seeing if a i7-7700 and rx 5700 xt s bottleneck is bad
i7-6700 (28.86)
i7-7700(4.58)

is 4.58 bad? and will it hurt performance

And THAT thing is pure trash. 100% snake oil. No connection to any reality. Ignore completely.
Not worth the electrons it takes to display on your screen.

My system a while ago, just to see.
Exact same parts, a few months apart.

Bottleneck calculators are garbage and should be avoided as they don't account for the game nor monitor resolution. If your pairing either of those CPU's with a RX 5700 XT at 1080P or higher then they will pair fine.

If your on 1080P or lower and the GPU usage is low on a fairly new game then utilize AMD VSR as it will run the game at a higher resolution then scale it back to the native resolution. Doing so will could make the game look better over AA settings and better utilize the GPU.
