What is "Turbo"? How can I unlock it?

I was recently looking at my computers specs and I noticed my CPU (which is an i5-3350P) has a speed of 3.1 but a 3.3 'turbo.' I'm wondering how I can unlock this turbo so it runs like that during games like Battlefront, and how I can overclock this CPU.

The turbo is automatic and based on load vs thermal headroom. It's good for 'bursty' workloads and gives you a bit of extra oomph after the processor hasn't been working too hard for a few seconds.
