[SOLVED] What is VRM amperage rating responsible for?

I guess the more amperes, the more consistent is power delivered to a CPU, but I'm not sure. Couldn't find answer on the Internet.
 
So if the VRM amperage is lower, then a CPU can potentially get unstable during higher power draw?
It means more that the CPU won't able perform at the fullest if it starts stressing the VRM:

I'm under no impression that modern computer hardware is finnicky to the point where you can't have a pairing this disjointed and it won't work. It's like how you can use 89 octane fuel in modern cars that require 93, the cars are smart enough to figure out it's running on lower octane and adjust accordingly.
