What is Wrong with my Gaming PC?

Hello,

Recently I priced out each component, and built this gaming PC:

ASUS Z170 PRO GAMING LGA 1151 Intel Z170
Intel Core i7-6700K Skylake Quad-Core 4.0 GHz
(Thermaltake CPU Cooling Fan for Intel Core i7/i5/i3 CLP0556-B)
EVGA GeForce GTX 1060 GAMING, ACX 2.0 6GB
G.SKILL Ripjaws V Series 16GB (2 x 8GB
EVGA SuperNOVA 850W

Windows 10.

I have little to no idea what I am doing. This was my first build, and I am trying to learn how to optomize the machine. I got everything up and running and then I used the AI Suite 3 tool that came with the motherboard to "optimize" for gaming. I ran the 5-way optimization tool as best I could and then made sure the fans were running high and away I went. At first it worked BEAUTIFULLY. Everything was running smooth, and I was running games like Assassin's Creed Black Flag at 60 FPS strong. No issues.

Then one day I decided to be an idiot. I will describe what I did with exact detail. I clicked on the game and hit play. As the game was loading up and going though its initial credit screens I decided, "oh, I want to look up something on chrome really quick" so I hit the windows key, which usually takes me back to windows. It didn't work. So I hit, "Ctrl-Shift-Esc" which usually takes you back to the main desktop, that didn't work. So I did "Ctrl-Alt-Delete" and I hit "Task Manager." At this point the game crashed I think, and my computer went into a blank, black screen. I waited awhile, tried "Ctrl-Alt-Delete" again, and finally just hit the power button on the machine. When the computer booted back up, it was completely different and It has been since. Now Black Flag is hovering around 30 FPS and there is significant tearing. I tried the other games that were holding at 60 FPS strong like THI4F and they had FPS Loss as well. I tried to mess with the AI Suite, and I tried to mess with the BIOS, but I have no idea what I am doing or what I need to do to optimize this machine. Could someone please help? Thank you.

 
Alrite... Since its your first time i will say some things. You have quite a sweet processor and a very descent rig. The only thing you did EXTREMLY wrong is to build that high quality (not luxury tier) components and a smelly gtx 1060. With your rig you should be running a 1070 at least...

Now... stright to the point in question.
You can access to your MOBO Bios when you boot your PC by simply mantain the DEL key then click on RESTORE ALL DEFAULTS buttom and save & exit.
Then once the PC boots, Prepair yourself to Format C:// Reinstall Windows 10 and then clearly install all drivers and games back again. There are MANY MANY OTHER WAYS to restore your configs back to normal but this is the Safest and most efficient cause there is no way you can fail here. The issue will be fixed with 100% chance of success.
