what is wrong with my GPU after I reinstalled windows and NVIDIA Driver ?

I have an ASUS X550JX with NVIDIA GTX 950M 2GB and a couple weeks ago my laptop got this adware and u can't find it, so I just refreshed my Windows 8.1 and reinstalled everything from ASUS and stuff... I also updated NVIDIA driver ! But strangely enough my GTA 4 lose some of it framerate than before I refreshed my windows ! Before it was 40fps and now its around 36-38fps ! What is wrong with it ?

Well I haven't updated anything yet except for the drivers... basically the same as before for the Windows 8.1

If you redid Win then it would be missing all the updates that have come out since that point of time that it was installed

Yep, including the drivers. I did installed everything back including the updates and that is when the issues pops up
