I want to buy new monitor for gaming. My budget is around US500, and want to play with high end resolution. and 780TI is my VGA card.

Solution
In simple words, you don't want your pic to be bit of blurred out with 1080p resolution on 27inch screen. The amount of pixels in 1440p resolution are more than 1080p resolution thus giving you better picture quality. Things to look at before buying monitor are its resolution according to the size, response time, refresh rate of the screen, contrast, panel and i would say even reputed brand for which you are going to put money for good.
If you are hardcore gamer, going for 3D and love having smooth experience from your display, then Hz does matter. If normal user then you won't have problem with 60Hz.
Note: For 3D, 120Hz is must.
If you are looking for 27inches with 1440p resolution, then below is the best deal:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

Monitor: Asus PB278Q 27.0" Monitor ($549.99 @ Amazon)
Total: $549.99
(Prices include shipping, taxes, and discounts when available.)

If you are into 24inches and 1080p resolution, take a look here:

PCPartPicker part list / Price breakdown by merchant / Benchmarks

Monitor: Asus VG248QE 144Hz 24.0" Monitor ($264.99 @ Amazon)
Total: $264.99

If you can get BenQ XL2420T at better than that from anywhere, then pick BenQ.

27inches may be work for me. Questions is what exactly should i look up before i buy monitor? what is different between 1440 and 1080p resolution? as i know 1440 is higher than 1080, and it is better than 1080 😀😀😀 😛

is the Hz matter ?
