My knowledge of computers is limited, a friend i no longer have contact with helped me build my PC.

I have had absolutely no issues with my computer but at the time i did not have money for a monitor so i went to Walmart and picked up the only one they had in stock (HP 20" LCD Widescreen Monitor (W2072a)) it has been a couple years, and realized that my current monitor probably is not the best choice.

I Started doing research and was quickly overwhelmed by the options to choose from, first being an IPS panel or a TN panel. I love the IPS for the color reproduction, since i often use photo/video editing software, but my computer was built mostly for gaming so i am leading towards a monitor with a higher refresh rate and response time.

My video card is a "AMD Radeon HD 7970 GPU". that being said will i be bale to run game at a high enough fps to make buying a 144hz monitor worthwhile, or if i should settle with an IPS monitor that i could potentially overclock to get a better refresh rate

The first monitor i came across was the Asus VG248QE, which is apparently excelent for gaming, but ive heard that some people had issues with he colors looking very bad. And there have been way to many IPS monitors that appeal to me to list. My budget is preferably $300 or less, but i may be able to make exceptions.

I appologize ahead of time if i am misinformed about anything, i just started researching monitors yesterday, and any guidance or suggestions would be GREATLY appreciated.

144hz is WORTHLESS unless you actually have EXTREMELY high-end DUAL video cards and using 3d. 60hz is fine if not using 3d. Not many people can tell the difference between 144 and 60. IPS monitors are around $500. Since you want cheap and 'gaming' type, basically what ever size you need 24" , 19" or whatever, and a low response rate. Newegg.com is a pretty good place to narrow down the choices, like by size.

If you want a smoother gaming experience, then 144Hz or g sync monitor would be for you. But if you care more about image quality more than a bit more smoothness, then I'd get IPS panel since you already said you like it and that you do photo/video editing. For the GPU you have, I think I'll vote for getting an IPS panel.
